IMF country team visits TOR to assess refinery’s recovery efforts
The International Monetary Fund (IMF) country team currently in Ghana has visited the Tema Oil Refinery (TOR) to familiarise itself with the refinery’s operations and assess recovery efforts undertaken by its management.
The visit formed part of the team’s engagements with relevant authorities and selected state-owned enterprises to gain insight into their operations, challenges and ongoing reforms.
During a meeting with the delegation, TOR Managing Director, Edmond Kombat outlined the operational and financial challenges inherited by the current management and the measures introduced since May 2025 to restore confidence in the refinery.
He highlighted the rehabilitation and restart of crude processing at the refinery’s Crude Distillation Unit (CDU) as a major step in efforts to restore operations and strengthen the company’s contribution to Ghana’s energy sector.
Mr. Kombat also briefed the team on improvements in financial reporting and internal controls, staff-related reforms, and efforts to secure sustained crude oil supplies to support continued operations.
According to the Managing Director, the ongoing recovery programme is intended to position TOR to play a more significant role in Ghana’s energy security by strengthening domestic refining capacity and supporting the country’s petroleum supply chain.
“Management remain committed to addressing outstanding operational challenges, increasing the refinery’s processing capacity and restoring other critical units to improve efficiency and reliability,” he said.
The delegation was also briefed on the refinery’s ongoing projects and the work required to fully restore its operational capacity.
The discussions were followed by a tour of the facility during which members of the IMF country team inspected some of the rehabilitated installations and ongoing works.
The delegation expressed appreciation of the current progress and the opportunity to gain a better understanding of TOR’s operations and recovery process.
The visit comes as TOR continues efforts to rehabilitate its facilities, improve operational efficiency and restore its position as a key player in Ghana’s petroleum downstream industry.
