Naba Asigri Abugrago Azoka II is the lawful Bawku Naba-Gov't
The Government of Ghana has formally endorsed and accepted the Bawku Conflict Mediation Report presented by the Asantehene, His Majesty Otumfuo Osei Tutu II, describing it as a comprehensive roadmap toward lasting peace, reconciliation and stability in Bawku and its surrounding areas.
In an official statement issued on Tuesday, December 16, 2025, and signed by the Spokesperson to the President and Minister for Government Communications, Mr. Felix Kwakye Ofosu, the government said it had carefully reviewed and deliberated on the report in line with its commitment to peace, constitutional order, the rule of law and national cohesion.
According to the statement, the government fully accepts all the findings and recommendations contained in the mediation report, stressing that the document is not intended to apportion blame or declare winners and losers, but to secure enduring peace.
The government reaffirmed the legal position consistently upheld by the Supreme Court that Naba Asigri Abugrago Azoka II is the lawful Bawku Naba, and that no individual or group is permitted to challenge his authority or legitimacy under any circumstances.
It also accepted the recommendation that Alhaji Seidu Abagre, who was installed as a rival claimant to the Bawku chieftaincy, be recalled to Nalerigu by the Overlord of Mamprugu, the Nayiri, to assume an alternative traditional role.
The government said it would immediately facilitate his safe movement to Nalerigu, where he would remain available to receive directives from the Nayiri.
The Government further appealed to Otumfuo Osei Tutu II to continue providing leadership and moral authority to subsequent reconciliation efforts between the Mamprusi and Kusasi communities.
Acknowledging the severe human, social and economic toll of the protracted conflict, the government announced major interventions to support recovery and development in the area.
President John Dramani Mahama, through the statement, has directed the Minister for Finance to establish a One Billion Ghana Cedi (GHS1 billion) Bawku Revitalisation Fund to address the long-standing impact of insecurity on livelihoods and development.
The fund, to be disbursed over a three-year period from 2026 to 2028, will focus on rebuilding priority infrastructure, including roads, healthcare and educational facilities, dams and irrigation systems for year-round agriculture, security installations, and economic and commercial infrastructure.
The aim is to restore Bawku’s historic role as a major economic and trading hub in northern Ghana.
The fund will be managed by a high-level committee chaired by the Minister for Finance and Acting Minister for Defence, Hon. Cassiel Ato Baah Forson.
Other members include the Upper East Regional Minister, Hon. Donaltus Akamuguri, and the Majority Leader and MP for Bawku Central, Hon. Mahama Ayariga, who will represent Members of Parliament from the area.
The government called on traditional authorities, political leaders, youth groups, civil society organisations, religious bodies, development partners and the general public to support the peace and reconciliation process in a spirit of unity, restraint and patriotism.
Reiterating the words of Otumfuo Osei Tutu II, the statement emphasised that there are no winners or losers in the mediation process.
President Mahama urged all parties to accept and faithfully abide by the conclusions and recommendations of the report in the supreme interest of peace and national stability.
The Government also expressed deep gratitude to Otumfuo Osei Tutu II, the Nayiri, Naa Bohagu Abdulai Mahama Sheriga II, the Bawku Naba, Naba Asigri Abugrago Azoka II, and all stakeholders whose cooperation and goodwill contributed to what it described as a historic mediation effort.
