A Right to Information (RTI) request has been filed demanding the Ministry of Health to disclose all deals, proposals and agreements to hand over Agenda 111 hospital projects to private entities with concerns raised about potential deals being awarded to government "cronies".

The RTI application, filed under the Right to Information Act, 2019 (Act 989) by civil society group, Rights Accountability Network, seeks full details of all negotiations with private companies, who government is negotiating with to complete, manage or own the Agenda 111 hospitals since January 2025.

"For clarity, this request is not limited to any particular private entity or organisation. It covers all private entities that have approached Government, been approached by Government, submitted proposals, expressed interest, entered negotiations or otherwise sought to participate in Agenda 111," the request states.

The applicant is asking the Ministry to provide 15 categories of documents including the names and identities of all private entities that have shown interest in Agenda 111, copies of all proposals, MOUs, PPP agreements and term sheets submitted or negotiated. 

The request also seeks the financial terms of each deal including who pays what between government and the private entity, details of any proposed ownership, lease, concession or management of an Agenda 111 hospital by a private entity, copies of Cabinet, ministerial and parliamentary approvals for any such partnership as well as the minutes of meetings between government officials and prospective private partners. 

The request also asks for "any document establishing the legal and institutional framework under which private entities are permitted to participate" in the project.

Agenda 111 was initiated to build 111 district and regional hospitals nationwide by the erstwhile Akufo-Addo government with many of the projects being at different stages of completion before the Akufo-Addo government left office. 

The Mahama government has been accused of abandoning the projects since taking office in 2025 but it is now emerging that the government is "secretly" negotiating to hand over the projects to private entities, thus raising serious concerns of handing these important national assets to cronies as there has reportedly been no public procurement process.
