A-G charges Gifty Oware-Mensah with stealing GHS 31.5 million

The former Deputy Executive Director of the National Service Authority (NSA), Gifty Oware-Mensah, has been charged with multiple offences, including stealing, causing financial loss to the state, using public office for profit, and money laundering, amounting to over GH¢31.5 million.
According to a charge sheet filed at the High Court in Accra on October 13, 2025, by the Attorney-General and Minister for Justice, Dr. Dominic Ayine, Mrs Oware-Mensah is alleged to have dishonestly appropriated GH¢31,502,091.40 belonging to the National Service Authority between February 2022 and March 2024.
Prosecutors claim the accused caused the transfer of the funds to Blocks of Life Consult, a company she allegedly owned.
“She dishonestly abused her office for personal benefit by authorising the transfer of public funds to a company of which she was the ultimate beneficial owner,” the charge sheet stated.
The state further alleged that Mrs Oware-Mensah’s actions led to an additional financial loss of GH¢6,956,157.47 in interest charges to the government after the Agricultural Development Bank (ADB) processed a loan on behalf of Blocks of Life Consult.
On the count of money laundering, the prosecution said Mrs Oware-Mensah transferred the GH¢31.5 million from the NSA’s hire-purchase escrow account to conceal the illicit origin of the funds.
“She knew the money to be proceeds of unlawful activity,” prosecutors noted.
The case, filed under number CR/018/2026, is currently before the High Court in Accra.
Mrs Oware-Mensah has not yet issued any public response to the charges.
Earlier in March 2025, she was arrested upon her return to Ghana amid ongoing investigations into alleged “ghost name” scandals linked to the National Service Scheme.
After initially being denied bail, she was subsequently granted bail a few days later.
The case is expected to be called in court later this month.
