#Budget2025: Reducing tax refunds to cover abolished taxes is a smart move – Franklin Cudjoe commends Ato Forson

Franklin Cudjoe, President of IMANI Africa, has commended Finance Minister Dr Cassiel Ato Forson for his strategic approach to funding the recently abolished taxes.
In a Facebook post on Tuesday, March 11, he described the move to reduce tax refunds as a smart decision that ensures fiscal balance while easing the burden on taxpayers.
His comments followed Dr Ato Forson’s announcement in Parliament during the 2025 Budget presentation, where he revealed the government’s decision to abolish the betting tax, e-levy, emissions levy, and other charges.
The Finance Minister explained that these tax cuts were aimed at providing relief to individuals and businesses while promoting economic growth.
Reacting to the development, Mr Cudjoe praised the government’s approach, stating, "Smart Finance Minister. Reducing tax refund to take care of eliminated taxes? Didn’t see that coming. A humane budget. Fresh Air!" His remarks suggest that he views the budget as a well-thought-out plan that prioritises the welfare of Ghanaians.
The decision to reduce tax refunds to compensate for lost revenue has sparked debate, with some analysts arguing that it is a pragmatic solution, while others express concerns about its potential impact on businesses expecting refunds.
Nonetheless, Mr Cudjoe’s endorsement adds to the positive reception the budget has received from various quarters.
