JUSAG threatens indefinite strike from November 2 over salary review
The Judicial Service Staff Association of Ghana (JUSAG) has threatened to embark on an indefinite strike from Monday, November 2, 2026, if the government fails to approve and pay the reviewed salaries and allowances of Judicial Service staff.
In a notification of industrial action dated October 23, 2026, JUSAG said the strike would begin if its demands are not met by Sunday, November 1.
The association said its demands are for the approval of the Judicial Council’s recommendations on the 2026 salary review by the end of October and payment of the reviewed salaries in November, together with arrears from January to October 2026.
“The NEC of JUSAG has further resolved that, if the demands are not met by Sunday, 1st November, 2026, JUSAG shall declare an indefinite strike commencing on Monday, 2nd November, 2026, and the strike shall remain in force until the demands are met,” the statement said.
JUSAG noted the conditions of service of Judicial Service staff, including judicial officers and executive officers, are governed by Article 149 of the 1992 Constitution and the Judicial Service (Terms and Conditions of Service) Regulations, 2025 (C.I. 141).
It said salaries and conditions of service are determined by the president on the advice of the Judicial Council, with salaries reviewed annually under Regulation 25 of C.I. 141.
According to JUSAG, following the expiry of the previous salary review in December 2025, it wrote to the Judicial Council requesting a review for 2026. The association said the Judicial Council subsequently concluded its work and submitted its advice to the President, but the process had yet to be completed.
JUSAG said it wrote to the Judicial Council on January 19, 2026, to expedite the process, but “little progress resulted”.
It said it again reminded management in September 2026 and made public appeals for the government to expedite the process.
JUSAG said some of the appeals were made at its 2nd Quadrennial Delegates’ Conference in Tamale in August and the 45th Annual Meeting of the Judicial Service Staff Association of Ghana (AMJSG) in Accra in September.
“My Lord, these appeals have been met with only assurance. We are yet to see any concrete step by the Government towards approving the recommendations of the Judicial Council and paying the reviewed salaries to staff of the Judicial Service,” the association said.
JUSAG also noted that other public sector workers had received their new salaries for 2026 in January.
“We are now in the tenth month of the year, and our members are still waiting — patiently, but no longer quietly,” it said.
The association said the delay had “heightened tension and dampened morale” among Judicial Service staff.
It further noted that organised labour was already negotiating the base pay for 2027 while Judicial Service staff were still awaiting their reviewed base pay and allowances for 2026.
JUSAG said it had previously urged members to exercise restraint because of the consequences of industrial action for justice delivery and national security.
However, it said the hardship among its members was real and their patience had been exhausted.
The association therefore demanded:
Approval of the Judicial Council’s recommendations on the 2026 salary review by the end of October 2026; and
Payment of the reviewed salaries in November 2026, together with arrears from January to October 2026.
JUSAG said the strike would remain in force until the demands are met.
