Parliament ready to pass anti-LGBTQ bill again — Speaker Bagbin

The Speaker of Parliament, Alban Bagbin, has said the House is prepared to pass the Proper Human Sexual Rights and Ghanaian Family Values Bill if it is reintroduced.

Speaking at a public forum on April 11, 2026, he stated that Parliament remains committed to the bill, noting that members who support it are ready to complete the legislative process again.

“I’m not a man of words. I’m a man of action,” he said, adding that the bill had previously gone through all the required stages in Parliament.

Bagbin explained that although the bill was passed, it did not receive presidential assent.

“For some reason, the president did not sign it,” he said. “It has gone through all the stages, and at the next meeting of Parliament, we shall pass it.”

He indicated that reintroducing the bill is part of the legislative process and that Parliament will address it when it returns to the House.

The Speaker also cautioned the public against misinformation about parliamentary procedures, stating that some commentary does not accurately reflect how the process works.

He added that Parliament will continue to carry out its constitutional responsibilities while addressing issues it considers to be in the national interest.

The proposed bill seeks to prohibit LGBTQ activities, including their promotion, advocacy and funding, and outlines penalties such as custodial sentences for offenders.
