Gifty Oware-Mensah directed transfer of NSA's funds to Blocks of Life company account, 1st prosecution witness tells court
The prosecution's first witness in the trial of former National Service Authority(NSA), Deputy Executive Director, Gifty Oware-Mensah, has told the Accra High Court that she personally authorised the transfer of funds from an NSA hire purchase account to Blocks of Life Consult Limited.
Testifying under cross-examination, Head of Commercial Banking at Agricultural Development Bank, Gilbert Serbeh Yeboah, said the bank acted on instructions contained in a letter dated March 2, 2023, which was tendered in evidence as Exhibit D.
According to the witness, the letter authorised ADB to transfer funds from the National Service hire purchase account to Blocks of Life Consult Limited.
He described the directive as clear and unambiguous and said the bank executed the transfers accordingly.
Defense counsel challenged the witness, arguing that the document could not serve as a standing instruction for future transactions.
However, Mr. Yeboah maintained that the bank understood the letter to be authority for the transfers and said the accused was contacted before each transaction through emails, letters, WhatsApp messages and telephone conversations.
The witness also explained the operation of the hire purchase account, describing it as a suspense account established under an agreement between ADB and the National Service Authority to manage loan disbursements and repayments for National Service Personnel.
The case has been adjourned to June 11 2026.
