GNAT, NAGRAT, PRETAG say CAGD's failure to pay Nov allowances breaches agreement
Ghana National Association of Teachers (GNAT), National Association of Graduate Teachers (NAGRAT), and Pre-Tertiary Education Teachers Union of Ghana (PRETAG) have sharply criticised government after the Controller and Accountant-General’s Department (CAGD) announced it could not pay two key allowances due in November 2025.
The CAGD on Tuesday issued a notice indicating that two major allowance categories expected this month could not be processed.
According to the unions, the affected allowances — the Continuous Professional Development Allowance (CPDA) and the Continuous Development Incentive Support Allowance (CDISA) — are contractually guaranteed under the 2024 Collective Agreement, and were explicitly scheduled for payment in November 2025.
They argued that the CAGD’s announcement directly contradicted the binding terms negotiated between the government and teachers.
In a joint statement issued on Wednesday, November 26, the unions expressed their “strongest displeasure” with Ministry of Education, Ministry of Finance, Ghana Education Service, Fair Wages and Salaries Commission, and the CAGD.
They accused the institutions of breaching commitments freely entered into, warning that such actions undermined trust and morale within the education sector.
The unions called on the Minister for Education Haruna Iddrisu to urgently intervene to ensure that the two allowances were paid as stipulated in the collective agreement. They emphasised that the agreement was legally binding and that attempts to alter its terms without consultation were unacceptable.
They further expressed hope that the issue would be resolved swiftly to prevent disruptions on the labour front.
