JICA, Ghana signs grant agreement for human resource development project

The Japan International Cooperation Agency (JICA) and Ghana’s Ministry of Finance have officially signed a grant agreement for the continuation of the “Project for Human Resource Development Scholarship (JDS)” at a ceremony held at the Ministry of Finance in Accra.
The agreement was signed by JICA’s Executive Senior Vice President, Ms. MIYAZAKI Katsura, and the Minister for Finance, Dr Cassiel Ato Forson.
The JDS project seeks to strengthen Ghana’s human capital by offering scholarships to young, high-potential government officials, equipping them with the knowledge and skills needed to shape the country’s socio-economic development strategies.
Speaking at the event, both parties emphasized the importance of nurturing leadership within the public sector to drive sustainable development.
The JDS initiative, modeled on Japan’s post-war development experience, highlights human capital as the cornerstone of national growth. It also offers a unique opportunity for Ghanaian professionals to explore Japan’s development philosophies and learn from the rapid progress achieved across Asia.
Since its inception in Ghana in 2012, the JDS program has supported 130 Ghanaian fellows, 103 of whom have successfully completed their graduate studies in Japan.
Currently, 27 scholars are enrolled in various academic programs across Japanese universities.
This year, an additional 13 participants have been selected to pursue Master's and Doctoral degrees in fields such as Economics, Public Financial Management, Public Administration, Public Health, and International Relations.
The signing comes ahead of the upcoming Ninth Tokyo International Conference on African Development (TICAD 9), scheduled for August in Yokohama, Japan.
With the theme “Co-create Innovative Solutions,” TICAD 9 aims to strengthen partnerships for Africa’s development. JICA expressed confidence that exchange initiatives like JDS will play a key role in fostering innovation and collaborative progress between Africa and Japan.
