Korley Klottey MP advocates for balanced security oversight at national workshop
Dr. Zanetor Agyemang-Rawlings, Member of Parliament for Korley Klottey Constituency, served as a resource person at a high-level workshop on Parliamentary Oversight of Security and Intelligence, organised by the National Security Council Secretariat.
The workshop, which brought together lawmakers and security experts, focused on refining the legal and procedural frameworks that guide Ghana’s security sector.
In her presentation, Dr. Agyemang-Rawlings underscored the critical need to align parliamentary oversight with democratic principles, national security imperatives, and international best practices.
“Our law must stand the test of time,” she stated, outlining five essential benchmarks for effective security legislation.
“It must pass the litmus test of international best practices; it must be fair whether you’re in government or in opposition; it must protect the rights of citizens; and it must have safeguards in place to ensure that the personality of the person who will occupy a position will find it difficult to abuse power.”
The Korley Klottey MP also highlighted the dual responsibility of such legal frameworks: to ensure robust accountability while allowing intelligence agencies to operate effectively within the law.
“At the same time,” she added, “the framework must clearly provide for the lawful and effective role of intelligence agencies as an integral part of Ghana’s national security architecture, ensuring accountability without compromising operational effectiveness.”
