Government of Ghana moves to overturn Canada’s visa rejection of Partey

The Government of Ghana has expressed concern over Canada's decision to refuse a temporary residence application submitted by Black Stars midfielder Thomas Teye Partey ahead of the 2026 FIFA World Cup.

In a statement issued on June 13, 2026, the government described the decision as unfair and said it had reservations about the grounds on which the application was rejected.

According to the statement, Canadian immigration authorities determined that Partey was inadmissible under paragraph A36(1)(c) of Canada's Immigration and Refugee Protection Act (IRPA).

The government noted that the decision was based on ongoing criminal proceedings in the United Kingdom, despite the absence of any conviction or judicial finding of guilt against the player.

Ghana reiterated its commitment to the principle of the presumption of innocence, describing it as a fundamental element of justice and due process.

While acknowledging Canada's right to enforce its immigration laws, the government argued that relying on unproven allegations raises concerns about fairness and proportionality.

The statement indicated that Ghana has initiated diplomatic engagements with the relevant Canadian authorities in an effort to have the decision reviewed.

According to the government, the Ministry of Foreign Affairs on June 11, 2026, sent an official note of protest to Global Affairs Canada and requested a reconsideration of the decision.

The government further stated that it is exploring all available diplomatic, legal and administrative options under Canadian and international law to seek a review of the matter.

These measures, it said, could include pursuing judicial review before the Federal Court of Canada to ensure a full and fair assessment of all relevant legal and factual issues in accordance with due process.
