GRA rolls out Integrated Tax Administration System to transform revenue collection

The Ghana Revenue Authority (GRA) has officially commenced the rollout of the Integrated Tax Administration System (ITAS), a major digital transformation initiative aimed at modernizing tax administration, improving compliance, and enhancing revenue mobilization across the country.

The Commissioner-General of the GRA, Anthony Kwasi Sarpong, announced the development during a stakeholder engagement with media practitioners, describing ITAS as a game-changing platform that will simplify tax processes, improve service delivery, and provide a comprehensive view of taxpayers' activities.

According to Mr. Sarpong, the ITAS project was originally conceived in 2021 and scheduled for completion in 2023. However, implementation delays pushed the timeline to 2024 before the project was revived in 2025 and officially launched on April 1, 2026.

The first phase of the system currently focuses on taxpayer registration, tax filing, and payment processing. More than 400 taxpayers from the Accra West Area Office have already been onboarded, marking the beginning of a nationwide migration exercise.

GRA officials disclosed that all taxpayers in Ghana are expected to be migrated onto the ITAS platform by July or August 2026, significantly advancing the Authority’s digitalization agenda.

For years, Ghana’s tax administration framework has relied on multiple standalone systems that often operated independently, limiting coordination and efficient information sharing. The introduction of ITAS is expected to eliminate these challenges by integrating various tax administration functions into a single digital ecosystem.

As part of its second phase, ITAS will be connected to key national institutions, including the Registrar of Companies, the Social Security and National Insurance Trust (SSNIT), the National Identification Authority (NIA), the Driver and Vehicle Licensing Authority (DVLA), and the Passport Office.

The integration is expected to strengthen taxpayer verification processes, improve compliance monitoring, and enhance the accuracy of taxpayer records. Officials noted that the system will also support international information exchange agreements, enabling Ghana to access relevant data on citizens holding assets abroad for tax compliance purposes.

The GRA emphasized that the success of the initiative will depend heavily on public awareness and stakeholder participation. As a result, the Authority has called on media organizations to support the rollout through public education and sustained engagement with taxpayers.

Officials described journalists as critical partners in communicating the benefits of the new system and helping citizens understand the changes associated with the digital transformation of tax administration.

The Authority further stressed that taxation remains a cornerstone of national development, noting that improved tax compliance would enhance government's capacity to finance infrastructure projects, social interventions, and other development priorities.

GRA also encouraged the media to serve as a channel for public feedback, which it said would help improve service delivery and ensure the successful implementation of the ITAS programme nationwide.
