The Minister for Finance, Dr Cassiel Ato Forson, has stated that the entire amount required to construct the Accra–Kumasi Expressway will be fully secured by 31 December 2026 without borrowing a single pesewa.

​Speaking at the official handover ceremony at Kwaso, Dr Ato Forson assured the nation that the landmark infrastructure project would be executed entirely through state resources, avoiding any addition to the national debt stock.

​"As your Minister for Finance, I want to use this opportunity to assure the nation that the entire amount needed for the construction of this expressway will be ready by 31st December 2026," Dr Forson stated, adding, "For the avoidance of doubt, we will not borrow a pesewa for this construction."

​Dr Forson announced that the project will be the inaugural task for the newly established Value for Money Office under the Ministry of Finance.

​Following the appointment of an Acting Director-General to lead the unit, the office will audit project costs to ensure fiscal accountability and maximum efficiency.

​"I assure you that this expressway will be the first task of the Value for Money Office, to ensure that every cost is justified and every cedi delivers value," he added, commending the President for leading an approach that allows Ghana to "build boldly and spend responsibly".

​The Minister also praised the Ghana Armed Forces (GAF) for delivering their technical assignment ahead of schedule, citing collaboration with the Ministry of Roads and Highways as proof of the military's vital role in national development beyond core defence duties.

​Once completed, the expressway is projected to cut transit times, lower transport costs, improve road safety, and generate economic growth along the corridor.

​"Stability was indeed only the beginning. Now we are putting it to work to build a Ghana that creates jobs and grows the national wealth," Dr Forson said.
