Election Watch Ghana to hold national policy dialogue on vigilantism act

Election Watch Ghana is set to convene a National Policy Dialogue on the implementation of the Vigilantism and Related Offences Act, 2019 (Act 999) with a focus on its implications for national security and democratic governance.

The dialogue, scheduled for Tuesday, August 25, 2026, at the Kofi Annan International Peacekeeping Training Centre (KAIPTC) in Accra, will bring together key actors from government, national security, political and peacebuilding institutions to assess the effectiveness of the law and identify gaps in its implementation.

The event will be held under the theme “Assessing the Implementation of the Vigilantism and Related Offences Act, 2019 (Act 999) and Its Implications for National Security and Democratic Governance”.

The National Security Coordinator, COP Abdul-Osman Razak, is expected to serve as the guest speaker while the Chief of Staff, Dr. Julius Debrah, will chair the occasion.

The National Chief Imam, His Eminence Sheikh Osman Nuhu Sharubutu, will also attend as Special Guest of Honour.

The first session of the dialogue will feature discussions by former government official Totobi Quakye, Prof. George Meyiri Bob-Milliar, Francis Poku and Col. Festus Aboagye (Rtd).

The second session, involving the National Peace Council and Star-Ghana, will feature Dr. Benjamin Kumbour, former National Security Minister Albert Kan-Dapaah, COP Emmanuel Teye Cudjoe and Kwasi Yirenkyi, a senior Public Relations Manager at the National Peace Council.

The discussions are expected to examine the extent to which Act 999 has achieved its objectives, the challenges confronting its enforcement and the broader implications of political vigilantism for Ghana’s national security and democratic development.

The event will be moderated by journalist Umaru Sanda Amadu.

The dialogue will also provide a platform for stakeholders to deliberate on concrete measures to strengthen the implementation of the law and promote peaceful political participation and electoral processes.
