Parliament set to consider major lands and mining reform bills
Ghana’s lands and natural resources sector is expected to undergo significant reforms in the second half of 2026 as the Second Session of the Ninth Parliament begins its Second Meeting today, May 21.
Sources indicate that the Ministry of Lands and Natural Resources has outlined an ambitious legislative agenda aimed at modernising land administration, strengthening mineral resource governance, and improving regulatory oversight within the sector.
At the centre of the proposed reforms are two major bills expected to be presented to Parliament by the Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah.
The first is the Minerals and Mining Bill, 2026, which seeks to update the legal framework governing Ghana’s mining industry and mineral resources.
The second is the Surveying Council Bill, 2026, intended to promote professionalism and strengthen regulation within the land surveying sub-sector.
Both bills are expected to be laid before Parliament within the first two weeks of the House’s resumption, subject to Cabinet approval processes.
In addition to the proposed legislation, the Minister is also expected to present several Legislative Instruments (LIs) aimed at operationalising existing laws and strengthening sector regulation.
These include the Land Regulations, 2026, the Wildlife Resources Management Regulations, 2026, and the Ghana Geological Survey Authority (Geological Information and Licensing Agreements) Regulations, 2026.
The proposed regulations are expected to support the implementation of recent land reforms, promote sustainable management of wildlife resources, and strengthen the protection and management of geological and mineral data.
Parliament is also expected to consider requests for the ratification of four bauxite mining leases and several mining-related agreements involving companies such as Perseus Mining Ghana Limited, Golden Star (Wassa) Limited, Maripoma Mining Services Limited, Zogok Gold Limited, Clean Jobs Ghana, TMC Limited, GM Group of Companies, and Gadriator Group of Companies.
The Minister is further expected to present a revised Minerals and Mining Policy as well as a new National Geospatial Policy to guide the long-term development and management of Ghana’s natural resources sector.
