NPP’s Charles Bissue cited for abuse of MASLOC car facility

A former Western Regional Secretary of the opposition New Patriotic Party (NPP), Charles Bissue, has been cited by the Microfinance and Small Loans Centre (MASLOC) for abusing a vehicle facility granted under the scheme.
According to MASLOC, Mr. Bissue benefited from a car loan arrangement initially partly paid for by the former NPP General Secretary, John Boadu, who contributed GH₵900.
Mr. Bissue was expected to continue payments but has allegedly failed to make a single installment over the past eight years.
The Chief Executive Officer of MASLOC, Miss Abigail Elorm Mensah, disclosed the matter in an interview on The Citizen Show hosted by Kwabena Bobie Ansah on Accra 100.5 FM on Monday, September 29, 2025.
She explained that MASLOC has now decided to dispose of the vehicle to recover funds.
Miss Mensah further accused the immediate past NPP administration of mismanaging MASLOC, saying the institution was run more as a “party reward system” than as a corporate body meant to support small businesses.
“Under the NPP, MASLOC became a tool to reward party loyalists.
Party executives even took group loans in the name of grassroots members.
Many beneficiaries have denied receiving any money, yet their names appear in our books as debtors,” she said.
Currently, MASLOC is owed a staggering GH₵439 million, with only GH₵9 million recovered since the new administration assumed office.
To address the situation, the MASLOC CEO announced that by October 1, 2025, the Centre will publish the names of all debtors in the national dailies to compel them to settle their debts.
Cases with possible criminal implications have already been referred to the Attorney-General’s Department for prosecution.
She added that if debtors fail to respond, private debt collectors will be engaged to retrieve the funds.
For debts involving sitting Members of Parliament, the Speaker of Parliament has been formally notified to ensure that the legislators in question honour their obligations.
