GSA defers container charge implementation, caps fees at GHS 720 per TEU
The Ghana Shippers’ Authority (GSA) has announced the deferment of the implementation of the revised Container Administrative Charge (CAC), originally scheduled to take effect on May 1, 2026.
The new date for implementation has been set for July 1, 2026, following intervention by the Minister of Transport Ghana.
According to a notice issued by the Authority, the decision to postpone the rollout is intended to allow for broader stakeholder consultations and engagements.
This, the GSA explained, will ensure that the final fee structure reflects the interests of all parties within the shipping and logistics sector.
In the interim, the Minister has directed the immediate imposition of a regulatory cap on the Container Administrative Charge. Under this directive, the charge must not exceed GHS 720 per Twenty-foot Equivalent Unit (TEU) for both import and export containers.
The GSA has urged all industry stakeholders to take note of the new directive and comply fully, as efforts continue to finalize a balanced and sustainable pricing framework for container handling in Ghana.
The move is expected to bring temporary relief to importers and exporters while discussions continue toward a more comprehensive and mutually beneficial fee structure.
