Interior Minister proposes PPP to establish firearm training facilities
The Minister for the Interior, Muntaka Mohammed Mubarak, has announced plans for a public-private partnership to establish firearm training facilities in Ghana as part of efforts to improve safety and professionalism among gun owners.
The initiative will involve collaboration between the government and a private partner to develop properly equipped firing ranges that will also support training requirements for firearm licence applicants.
Speaking on TV3's Hot Issues programme on Sunday, March 15, 2026, the minister said the move is intended to address the limited resources available to the Ghana Police Service while strengthening oversight of firearm use in the country.
“One of the things we are even doing at the ministry is to partner with a private person to set up a gun training point,” he revealed.
“Our police, lack of resources is the same challenge they always tell you. So we want a private person to partner with the police so that we can get most of these firing ranges properly done.”
Under the proposed arrangement, individuals seeking to obtain a firearm licence will first be required to undergo training at these accredited facilities before receiving approval from the Interior Ministry.
“People can go and pay for the training before the minister approves the licence of your gun,” Minister Mubarak said.
He noted that the measure is aimed at promoting responsible firearm ownership and ensuring that licensed gun holders have the necessary skills to handle weapons safely.
“This is about making sure that anyone holding a firearm knows how to use it safely and responsibly,” the minister added.
The ministry believes that introducing certified training as part of the licensing process will help reduce accidents involving firearms and contribute to improved public safety.
