Rent Control Department postpones enforcement of rent card directive to May 1

The Rent Control Department has announced a temporary suspension of its directive requiring landlords to issue rent cards to tenants, pushing the enforcement date from April 1 to May 1.

According to the department, the decision follows extensive engagements with landlord associations and other key stakeholders after the initial directive was issued. The earlier timeline would have restricted services to landlords who failed to comply.

The department expressed appreciation to landlords who have already complied with the directive and those visiting Rent Control offices to acquire and issue rent cards, noting that the response demonstrates a commitment to transparency, accountability, and improved landlord-tenant relations.

It also reminded landlords and tenants of their legal obligation to register all tenancy agreements within two weeks of execution, in accordance with Section 4 of the Rent Control Law (PNDC Law 138, 1968).

The department cautioned that failure to comply with this requirement constitutes an offence and may attract sanctions and penalties as prescribed by law.

Stakeholders are encouraged to use the extension period to regularise their documentation and ensure full compliance ahead of the revised enforcement date.
