The Kumasi Technical University chapter of the Technical University Teachers Association of Ghana (TUTAG-KsTU) has issued an ultimatum to the government, threatening a total withdrawal of academic services if the unpaid salaries and arrears of 15 post-retirement contract faculty members are not validated and paid this month.

​Addressing a press conference today, Chapter Chairman, Dr Bismark Quarku Parker, stated that the affected senior lecturers have been working without pay for up to 12 months, despite continuous engagements with relevant government bodies.

He highlighted that, out of 18 post-retirement contract faculty members currently serving the university, only three are actively receiving their monthly salaries. 

The blockage of salaries, Dr Parker said, began in September 2025 and progressively affected more members in October 2025, January 2026, and March 2026.

​"We have engaged extensively at various levels, including University Management, the Ghana Tertiary Education Commission (GTEC), the Controller and Accountant General’s Department (CAGD), the Ministry of Education, and the Ministry of Finance," he stated.

​"Throughout these engagements, we have received assurances that payment will be made. However, we have not seen concrete effort on the part of both the Ministry of Education and GTEC to ensure that the payment is made," he added.

Dr Parker pointed out an inconsistency across tertiary institutions, noting that while post-retirement contract faculty in some public universities are paid consistently, others are subjected to selective pay freezes despite performing identical academic duties.

​He emphasised that post-retirement contracts are established under the conditions of service for senior members to help universities retain high-calibre faculty, meet accreditation standards, supervise postgraduate research, and mentor junior colleagues amid staffing shortages.

Dr Parker demanded that the Ministry of Finance, Ministry of Education, CAGD, and GTEC immediately include the affected faculty members in this month's payroll validation and disburse all outstanding arrears.

​Failure to resolve the issue during the current validation period, he warned, will result in an immediate strike halting critical academic services, including all examination-related activities, project supervision, thesis defences, and graduation ceremonies.
