GHS400 million locked away: CLRL demands release of dormant funds to families

The Centre for Legitimacy and Rule of Law (CLRL) is calling for urgent reforms to release nearly GHS400 million in unclaimed funds to rightful beneficiaries.

At a press conference on May 6, 2026, the group described the situation as a financial injustice, where funds belonging to deceased or unreachable individuals remain locked while families struggle.

Director of Projects, Divine Nkrumah, announced a nationwide campaign, “Release the Unclaimed Funds,” to push for legal and policy changes.

He also added that, data obtained through an RTI request by the Institute for Liberty and Policy Innovation (ILAPI) indicates the Bank of Ghana held about GH¢397 million in dormant balances as of October 2024.

He also noted that current laws, including the Banks and Specialised Deposit-Taking Institutions Act, 2016 (Act 930) and the Intestate Succession Law (PNDC Law 111), make it difficult for families to access such funds.

The group is proposing reforms such as mandatory next-of-kin notifications and a centralized digital platform to trace unclaimed funds.

He said the group plans to petition the Bank of Ghana, Parliament, and the Attorney General’s Department, urging public support to ensure the funds are released to affected families.
