Government to review promotion systems in security services – Muntaka

The Minister for the Interior, Mohammed Muntaka Mubarak, says government will review promotion systems within the security services to make them more transparent, fair and merit-based.

Speaking during an engagement with personnel of the Ghana Police Service, Ghana Immigration Service, Ghana National Fire Service and Ghana Prisons Service in the Volta Region, Mr Muntaka said promotion opportunities should reflect performance and dedication, not only years of service.

"I believe hardworking officers who take risks to protect citizens must be recognised. Promotion should not only be based on years of service but also on merit and dedication," he said.

The minister acknowledged concerns about delays and bottlenecks in promotion processes and said government is working to address them.

He also raised concerns about reports of unpublished promotion examination results and said he would engage the leadership of the affected services to ensure transparency and timely communication.

Mr Muntaka highlighted challenges within the Ghana Immigration Service, where the number of senior officers has reportedly exceeded established staffing structures, creating imbalances in the promotion system.

He said government is exploring ways to address the situation while ensuring affected officers are treated fairly.

According to the minister, efforts are underway to establish more predictable and transparent promotion systems to improve morale and confidence among personnel.

He further stated that ongoing digitalisation reforms are aimed at eliminating favouritism in recruitment and ensuring that both recruitment and promotions are based on merit.

The engagement formed part of his two-day working visit to the Volta Region.
