The Ghana Scholarships Authority (GSA) says it has not received any official communication from the University of Memphis indicating that the institution has terminated its scholarship partnership with Ghana.

The clarification follows reports that the University of Memphis had ended the arrangement over more than $4 million in unpaid tuition fees.

Acting Executive Director of the GSA, Alex Kwaku Asafo-Agyei, said the agreement between the Authority and the university remains valid and operational.

According to him, the scholarship partnership, which was signed in April 2023, is expected to run until 2028 unless either party formally invokes provisions to bring it to an end.

He explained that the agreement requires either party intending to terminate the arrangement to give the other a 90-day written notice.

Mr Asafo-Agyei said the GSA has not received such a notice from the University of Memphis.

He further disclosed that the government has begun taking steps to address the outstanding financial obligations, with the Ministry of Finance releasing $500,000 to the University of Memphis on Wednesday, August 26, 2026, as part-payment of the arrears.

According to him, the payment was made on the advice of the Ghana Scholarships Authority, while discussions are ongoing with the Ministry of Finance over the additional funds needed to settle the remaining debt.

The Authority is also engaging the University of Memphis on a payment plan aimed at resolving the outstanding obligations and ensuring that the scholarship programme continues.

Mr Asafo-Agyei, who is currently in the United States for a scheduled meeting with officials of the university, said the discussions would focus on establishing a practical roadmap for clearing the arrears and resolving the financial issues surrounding the partnership.

He rejected suggestions that the scholarship agreement had already been cancelled, stressing that the government remains committed to working with the University of Memphis and other relevant institutions to address the challenges and maintain the partnership.

The GSA's response comes after reports emerged that the University of Memphis had terminated its scholarship arrangement with Ghana because of outstanding tuition obligations estimated at more than $4 million.

“As we speak, no official or unofficial notice of termination has been served on the GSA, neither have there been any discussions with the Authority that remotely suggest that the agreement has been terminated or is being terminated,” he said
