Gov't upholds competitive tender outcome for Damang mining lease

The Ministry of Lands and Natural Resources has officially upheld the outcome of a competitive tender process for the Damang Mining Lease, approving Engineers and Planners Ltd as the successful bidder.

In a press release issued on April 7, 2026, the Ministry confirmed receipt of the Tender Committee’s report, constituted by the Minerals Commission under the Minerals and Mining (Licensing) Regulations, 2012 (LI 2176). The Committee recommended Engineers and Planners Ltd (E&P) after a rigorous evaluation process, citing the company’s strong technical and financial capacity. 

The Minister for Lands and Natural Resources, Emmanuel Armah-Kofi Buah, approved the recommendation and directed the Minerals Commission to take all necessary regulatory steps to formalize the lease transfer. 

According to the report, E&P met all mandatory requirements outlined in the tender notice, including proof of financial capability exceeding the minimum threshold of $500 million. The company also demonstrated relevant expertise in mining operations, infrastructure, and geology, and proposed plans to extend the life of the Damang Mine beyond ten years. 

A total of four companies submitted bids before the March 31, 2026 deadline: Vortex Resources Mining Group, Engineers and Planners Ltd, Heath Goldfields Ltd, and Maripoma Mining Services Ltd. However, only E&P and Heath Goldfields Ltd met the mandatory submission criteria, which included valid tax, SSNIT, and VAT clearance certificates, proof of Ghanaian ownership, and payment of the application fee. 

Further technical evaluation eliminated Heath Goldfields Ltd after it failed to meet the minimum qualifying score of 80 percent, leaving E&P as the highest-scoring and most viable bidder. 

The Ministry commended the Tender Committee for its diligence and reaffirmed government’s commitment to ensuring that the Damang Mine continues to contribute significantly to Ghana’s economic development.

The Minerals Commission has since been tasked to proceed with the necessary processes to operationalize the approved lease.
