New Airport levy adds pressure on passengers: Hassan Tampuli

The Deputy Ranking Member on Parliament’s Roads and Transport Committee Hassan Tampuli,, has criticised the newly introduced Airport Infrastructure Development Charge (AIDC), describing its timing as inappropriate in light of current global economic conditions.

The levy, which came into force on April 1, 2026, is intended to generate revenue for airport expansion and upgrades. However, its introduction has already pushed up domestic airfares.

Air carriers including PassionAir and Africa World Airlines have revised their ticket prices to incorporate the charge. The airlines say the GH¢100 one-way fee will be borne by passengers, making local air travel more costly.

The AIDC was rolled out by the Ministry of Transport in partnership with the Ghana Airports Company Limited to support infrastructure development and modernisation within the aviation sector.

Speaking in an interview, Mr Tampuli argued that the levy fails to reflect prevailing economic realities and places additional strain on travellers.

He also questioned the necessity of introducing a new charge, noting that passengers already pay existing fees embedded in ticket prices. He pointed out that the Airport Passenger Service Charge (APSC), last reviewed in 2013, already contributes to travel costs.

According to him, the added GH¢100 fee further increases the financial burden on passengers when combined with existing charges, recalling that earlier attempts to raise the APSC had faced strong opposition over affordability concerns.
