PAC pushes for mandatory publication of government arrears and outstanding claims

The Public Accounts Committee has called for major reforms in public financial management, urging government to adopt a system that mandates the yearly publication of all arrears, outstanding claims and financial commitments.

According to the Committee, the move is necessary to strengthen fiscal discipline, improve accountability and reduce persistent financial irregularities within public institutions.

The recommendation follows the rejection of GH¢8.1 billion in payment claims by the Audit Service Ghana during the 2024 financial audit exercise.

The disputed claims, submitted by several ministries, departments and agencies, were flagged over multiple irregularities, including missing records, duplicate claims, fabricated invoices and questionable store receipts.

Delivering closing remarks during the Committee’s review of the 2024 Auditor-General’s reports, Chairperson of the PAC, Abena Osei-Asare, stressed the need for greater transparency in the management of government liabilities.

She explained that establishing a structured and consistent disclosure system would enhance accountability and help reduce repeated audit infractions across state institutions.

The Committee believes that the absence of a clear reporting framework for government obligations continues to create loopholes that expose public funds to abuse, inefficiency and poor expenditure control.

According to PAC, regular publication of arrears and financial commitments would also provide a more accurate picture of the country’s fiscal position and strengthen public confidence in the management of state resources.
