Speaker Bagbin announces plan to take Parliament sittings to communities to boost citizen participation
The Speaker of Parliament, Alban Bagbin, has unveiled plans to move parliamentary proceedings beyond the confines of the chamber and into communities across the country, in what he describes as a bold phase of institutional reform.
Speaking at the 2026 Speaker’s Breakfast Forum on Wednesday, March 4, 2026, Mr Bagbin revealed that sittings of Parliament will soon be convened in district assemblies, educational institutions, marketplaces and traditional palaces, among other public spaces.
The initiative, he explained, is designed to strengthen decentralisation and widen citizen involvement in national decision-making.
According to the speaker, the new approach will see lawmakers engaging directly with residents at the local level, holding structured sessions within community settings to discuss issues of national importance and shape policy direction.
He emphasised that the reform seeks to broaden participation in governance by shifting public discourse away from its traditional focus on the Majority and Minority caucuses in the House. Instead, he said, ordinary citizens will be given the opportunity to witness proceedings firsthand and contribute to conversations that define the country’s future.
Mr Bagbin expressed confidence that decentralising parliamentary engagement in this manner would reinforce democratic governance, enhance transparency and foster a stronger sense of public ownership over national debates.
