Health Minister criticises Agenda 111 rollout, says none of the hospitals operational

The Minister for Health, Kwabena Mintah Akandoh, has criticised the previous administration of Nana Addo Dankwa Akufo-Addo over what he described as poor planning in the rollout of the Agenda 111 hospital project.

Speaking at the Government Accountability Series, the Minister said that although an estimated GH₵4.8 billion was reportedly spent on the initiative, none of the hospitals under the project is currently operational.

He stated that the project could have achieved better results if it had been more effectively structured and properly financed from the beginning.

He added that, according to the 2026 budget, plans are underway to complete about 10 hospitals this year, with the possibility of completing more, noting that efforts are being made to secure funding.

Agenda 111, launched under the Akufo-Addo administration, was intended to construct 111 health facilities across the country to improve access to healthcare, particularly in underserved areas. However, the project has faced delays and funding constraints since its commencement.

Mr Akandoh said the current government under President John Dramani Mahama is adopting a more strategic approach to ensure the completion and operationalisation of the facilities.

He disclosed that the government is considering partnerships with stakeholders, including faith-based organisations such as the Christian Health Association of Ghana and private sector actors, to support completion and management of some facilities.

He explained that the revised approach focuses on securing funding and aligning resources before execution in order to avoid challenges encountered in the initial rollout.
