Zoomlion rejects Auditor-General’s findings on African Games cleaning contract

Management of Zoomlion Ghana Limited has strongly rejected findings by the Auditor-General concerning its cleaning and vector control contracts for the 13th African Games, describing the allegations as false and misleading.

In a press statement issued on May 27, 2026, the company refuted claims of duplicated labour charges, undefined service cost heads, and the absence of itemised bills in invoices submitted for sanitation and vector control services during the continental sporting event hosted in Accra.

According to Zoomlion, the Auditor-General’s report failed to appreciate the distinction between separate contracts executed during the Games and misinterpreted the operational structure of the services provided.

The company explained that vector control operations and janitorial services were entirely different assignments requiring separate personnel, equipment, and schedules.

It noted that vector control services involved mosquito fogging and the control of reptiles, rodents, and cockroaches using specialised machinery, while janitorial services covered daily cleaning, waste evacuation, toilet maintenance, mopping, and disinfection activities at the various venues.

Zoomlion argued that the appearance of labour costs under both contracts did not amount to duplication but rather reflected legitimate staffing expenses for two independent operations.

The company further dismissed allegations that certain “Services” cost heads were undefined, insisting that all invoices were backed by contracts and service-level agreements which clearly outlined the scope of work, coverage areas, and operational standards.

According to the statement, the contracts covered more than 30 different sanitation activities, including mechanical sweeping, vacuum cleaning, provision of mobile toilets, medical waste treatment, waste segregation, and water supply services.

Zoomlion also disclosed that it deployed extensive logistics and sanitation equipment across four competition venues — the Accra Sports Stadium, Borteyman Sports Complex, Achimota Cricket Oval, and Bukom Boxing Arena.

The company said equipment used during the Games included compaction trucks, medical waste trucks, thermal foggers, floor scrubbing machines, vacuum cleaners, colour-coded waste bins, and personal protective equipment.

Management stressed that all supporting documentation, including contracts, invoices, supervision logs, service schedules, and equipment deployment records, had already been made available to the Ministry of Sports and relevant state institutions during the period under review.

It maintained that the Auditor-General had full access to the documents and therefore had sufficient opportunity to verify the legitimacy of the invoices submitted.

Zoomlion further highlighted that its services were provided continuously from March 1 to April 1, 2024, including a week before the official commencement of the Games.

The company indicated that over 350 personnel were trained at the Army Peace Operations Training School ahead of the assignment in areas such as waste management, vector control, occupational safety, and conflict resolution.

According to Zoomlion, the successful sanitation operations contributed to the smooth running of the Games, with no reported sanitation failures or disease outbreaks recorded during the tournament.

The company reaffirmed its commitment to professionalism, integrity, and accountability, insisting that it remained a responsible corporate institution dedicated to maintaining high operational standards in all its engagements.
