Communications Minister petitions A-G over $3.4m cybersecurity building contract

The Minister for Communication, Digital Technology and Innovation, Samuel Nartey George, has petitioned the Attorney General to investigate a $13 million contract for the construction of the proposed Cybersecurity Authority building, which currently consists only of a completed foundation despite a $3.4 million payment.

According to the minister, contractors Rayzone Group Limited and Mendanha and Sousa are demanding an additional $4 million for the foundation work already completed.

Furthermore, Mr George disclosed that an additional $10 million has been paid for Cybersecurity Authority software that has not yet been delivered.

Speaking to journalists after a Public Accounts Committee hearing, Mr George stated that he had initially written to the Attorney General and Minister for Justice in June of last year to initiate an investigation due to concerns over disproportionate payments relative to the work completed.

He questioned how nearly $10 million of the total project cost could be disbursed with nothing visible beyond a foundation.

The minister called for a comprehensive structural and financial audit to determine if value for money was achieved.

He expressed optimism that the Public Accounts Committee's involvement would prompt deeper scrutiny by the Attorney General's Department, adding that if excessive payments are proven, the state must pursue recoveries.
