Government still owes IPPs over $500m despite assurances – Minority

The Minority in Parliament has expressed concern over the financial state of Ghana’s energy sector, claiming that government owes more than $700 million to Independent Power Producers (IPPs) and fuel suppliers.

Speaking at a press conference on Tuesday, April 28, the Deputy Ranking Member of Parliament’s Energy Committee, Collins Adomako-Mensah, said the difficulties confronting the sector are not limited to technical problems but are also linked to significant financial obligations.

According to him, despite earlier assurances from Finance Minister Cassiel Ato Forson that outstanding debts to IPPs had been settled, information available to the Minority suggests that large sums remain unpaid.

He disclosed that government is allegedly indebted to IPPs to the tune of more than $500 million, while companies that supplied fuel for power generation are also owed over $200 million.

The Minority argued that the figures contradict previous claims by government about improved finances within the Electricity Company of Ghana (ECG) and the broader energy sector.

Mr. Adomako-Mensah therefore called on government to disclose the actual financial condition of the sector, particularly after the introduction of the Energy Sector Levy, commonly referred to as the “Dumsor levy.”

He urged both the Energy Minister and the Finance Minister to present before Parliament a comprehensive and independently verified report detailing all revenue generated from the levy, how the funds have been disbursed, and the impact of expenditures made so far.
