Parliament must approve Anti-LGBTQ+ bill before recess — Bagbin

Speaker of Parliament, Alban Bagbin, has instructed the committee considering the Human Sexual Rights and Family Values Bill, 2025, to submit its report for debate and possible approval before the current parliamentary session ends.

Speaking on the floor of Parliament as the House resumed sitting on Thursday, May 21, Mr. Bagbin described the proposed legislation as an issue of major national interest and urged lawmakers to expedite work on it.

The bill, widely referred to as the anti-LGBTQ+ bill, has generated intense public debate across the country. While religious bodies and traditional leaders have strongly backed the proposal, human rights groups and sections of the international community have raised concerns over its implications.

Mr. Bagbin noted that many Ghanaians are increasingly worried about the delay in passing the bill, adding that Parliament remains mindful of the public’s expectations.

He further disclosed that the committee handling the legislation has completed stakeholder engagements and public consultations, clearing the path for the next phase of the parliamentary process.

“In view of the significance of the bill and the need to advance the legislative process, I urge the committee to present its report for consideration and passage by the House before the end of this meeting. Very important,”

“Parliament has also taken note of the concerns recently expressed by sections of the public and various stakeholders regarding the delay in the passage of the Human Sexual Rights and Family Values Bill 2025,” he said.

“We appreciate the keen public interest in this important legislation, and acknowledge the expectations of the citizenry on the matter.”

“As stakeholders may be aware, the committee responsible for the bill has concluded its public hearing and stakeholder engagements,” he stated.
