Parliament holds public hearing on Security and Intelligence Agencies Bill, 2025
The Parliamentary Select Committee on Security and Intelligence, in collaboration with the leadership of the Committee on Defence and Interior, has held a public hearing on the proposed Security and Intelligence Agencies Bill, 2025.
The hearing formed part of Parliament’s efforts to scrutinise the provisions of the Bill and ensure broad stakeholder participation in shaping legislation that will guide the operations of the country’s security and intelligence services.
Lawmakers used the session to examine key aspects of the proposed law, while inviting submissions from security experts, Civil Society Organisations, and members of the public.
Discussions focused on the potential impact of the Bill on national security, intelligence oversight, accountability mechanisms, and the protection of citizens’ rights and freedoms.
According to the committees, the consultative process is intended to strengthen transparency and build public confidence in the legal framework governing security and intelligence agencies.
The Security and Intelligence Agencies Bill, 2025 is expected to provide clearer mandates for intelligence institutions, enhance parliamentary oversight, and introduce safeguards to balance security operations with constitutional rights.
Feedback gathered during the hearing will inform further deliberations and possible amendments before the Bill is presented for consideration by the full House.
