GUTA calls for nationwide trade action over rollout of Publican AI system
The Ghana Union of Traders’ Associations (GUTA) has called for a nationwide trade action in protest against disruptions caused by the implementation of the Publican AI system.
In a press statement signed by its President, Clement Boateng, the Association expressed grave concern over what it described as an increasingly difficult trading environment for importers and businesses across the country.
According to GUTA, engagements with government authorities have failed to address key challenges facing traders.
These include unpredictable and excessively high duty assessments, prolonged delays in cargo clearance, rising demurrage and rent charges, and the lack of an effective mechanism to resolve valuation disputes.
The Association warned that the situation poses a serious threat to business continuity if urgent action is not taken.
As part of its response, GUTA has directed all freight forwarders and clearing agents to suspend payment of duties and halt operations from April 13 to April 17, 2026.
It has also advised its members to temporarily stop all import activities until conditions improve.
GUTA is further calling for the immediate suspension of the Publican AI system in its current form and a comprehensive review of its implementation.
The Association urged government to take swift and decisive action to restore confidence, fairness, and stability within Ghana’s trade sector.
